The International Committee for Icerian Aviation (ICIA), is an international agency under the jurisdiction of the League of Icerian Nations with specialized authority over Icerian international aviation. It is based in the city of Port-Réal, the capital city of Alexandria, with several offices in many other cities around the world.

The ICIA establishes and applies the principles, techniques, safety rules, and terminology of international air transportation, in coordination with different national governments, and works to standardize and maintain compliance to the Code of Common Standards (CCS). The ICIA is responsible for civil transportation accident investigation as well. When requested, the ICIA can and will assist the member's national military, and non-members governments, with air accident investigation.

The Committee Secretariat[edit | edit source]

  • Secretary-General - usually a bureaucrat or international expert; rarely (but sometimes) an international aviation business executive. Engineering experience or demonstrated aviation business experience, etc etc.
  • Advisory Bodies - direct input from scientists, universities, etc around the world, aviation business, supply chain experts, etc.
  • High Commissioner of Aviation to the General Assembly - a special officer appointed by the Committee to speak on its behalf in the General Assembly, leads international aviation accident investigations.

Board of Standards and Regulations[edit | edit source]

The Board of Standards and Regulations is the technical body of ICIA organization. The Board is composed of 25 Commissioners who work to develop, apply, and process the Code of Common Standards (CCS).

The Code of Common Standards is an internationally adopted uniform code ,or set of rules, of international air transporation, air traffic ontrol, air traffic safety, personnel training, and aircraft certification processes.

Commissioners are required to be independent air transportation experts, with demonstrated experience and knowledge in the fields of aviation, and they are nominated by the General Assembly.

Office of Special Investigations[edit | edit source]

The Office of Special Investigations (OSI) is the independent investigative agency that reports directly to the Secretary-General of the ICIA.

It is led by the High Commissioner of Aviation to the General Assembly. OSI has its own law enforcement agency, called the Criminal Justice Board. It serves as a field operating agency, under the authorization of the ICIA, with the right to conduct a full audit, oversight, and enforcement of the Code of Common Standards on member state's national and private airlines, manufacturers, and service organizations.

Investigations of Aviation Incidents[edit | edit source]

The OSI conducts investigations of civil or military aviation accidents or incidents. An investigation of a major accident within the ICIA member's states typically starts with the creation of a "go team," composed of specialists in fields relating to the incident who are rapidly deployed to the incident location from local ICIA representation office. The "go team" can have as few as 3–4 people or as many as a dozen, depending on the nature of the incident. Following the investigation, the agency may then choose to hold public hearings on the issue. Ultimately, it will publish a final report which may include safety compulsory precepts based on its findings. The Criminal Justice Board has full legal authority to enter to audit a implementation of the Code of Common Standards, which must be implemented by regulators at either national level or individual transport companies within stated time frame in the final report.

Criminal Justice Board[edit | edit source]

The Criminal Justice Board is the armed law enforcement agency of the ICIA, under the jurisdiction of the ICIA and also under administrative guidance and oversight of the General Assembly of the League of Icerian Nations.

Its investigative activities pertain to air transportation compliance to the Code of Common Standards, and occasionally offensive and defensive activities to detect, counter, and suppress the effectiveness of negligence or criminal activity that target the air transportation safety. This includes investigating the crimes of terrorism, technology fraud, and computer infiltration, if they threaten the civil aviation safety.

The Aviation Convention of 1990[edit | edit source]

At a international conference on aviation in the city of Slaviana, Eshlan in 1990, representatives of all of the League of Icerian Nations, and from the different aviation industries and manufacturing bases of Iceria agreed to a international Aviation Convention that granted airlines the privilege to enter and land in any Icerian nation's airspace. The Convention also listed other basic freedoms for international aviation administration and business. The Convention is compulsory to comply by the ICIA member states, granting a member state rights to impose fees for entering and landing in its airspace.

The Aviation Convention of 1990 has been revised several times, in periodic conventions called every 20 years, or by resolution of the General Assembly, or by a majority vote of the member states of the ICIA, whichever happens first:

  • Eshlan II: 1992 (resolution of the General Assembly);
  • Tuvallia: 2000 (convened unanimously by ICIA member states);
  • Alexandria: 2004 (convened unanimously by ICIA member states);
  • Coso Cunai: 2016 (convened by a majority vote of ICIA member states).
